400 meter observations and questions

For those of us that are uninformed and trying to learn, what is meant by the following terms:  tempo oriented program, speed oriented program, metabolic, neural, acceleration or maxV development.

Tempo-oriented program - Programs that the "backbone" of the workouts is consistent of lots of running in the 75-85% range (maybe up to 90%). 

Speed-oriented program - Quite the opposite.  Lots of work at or above 85% with minimal work in the "intermediate" zone and SOME work below 75%

Acceleration Development - The first 30m of the race, basically.  So lots of reps from 10-30m to work on acceleration and acceleration mechanics.

I know MaxV development, but am not the greatest at explaining it or the other terms, so you'll have to count on someone else for those.

wouldnt maxV development basically be improving your top speed?

Basically, but there's much more to it than just that and I can't really explain it.
