How would you go about this?

What can you do over the summer and in the fall?

I plain on swimming 500m 3 times a week and stretch. The stretching is big and you can do that on your own. Other than that just stay in decent shape.

id have them able to access a few hurdles (4 should be enough)that they can use for drills.  they can run over hurdles during sprint workouts too.

if you can just go over a few hurdles and work on your form and everything. Maybe run some 100’s for your speed.
