last friday i had a bounding work out and consistently coverded about 33 meters in 10 bounds. this is a major improvement.  as my bounding distance has increased my ability to keep the power output high while maintaining the constant shin angle seems to be a good way to increase hip strength. My track and weight lifting training age is 6

I understand why shin angle at ground contact is key (perhaps the most important thing :?: ) but I'm still not clear on why you want to try and keep it constant. Besides, I can assure you that your shin angle is not staying constant while doing bounds.
