overstriding at take-off

we have a 15 year old girl who overstrides and this is obviously a big problem at take-off. what can we do to help her? also, when we do sprint drills (A skips, A Run) i notice that she is a "toe dangler" who cannot seem to get her toes up in preparation for ground contact.

Probelms at take-off for which event area?  Horizotal jumps, PV, HJ, hurdles? 
Have you tried backward 'A' skips, backward hip extension @ walk / run (emphasis on reaching w/ heel), ankling (cue "quick, quiet feet"), stride frequency drills (i.e. timed stick drills)?

sorry for not being clear. she is a long jumper. your advice makes sense. we do bwd A's - but i will really focus on her our next session. thanks again.
