I'm no proponent of treadmills but the article you posted isn't a study, it's a review of the literature that won't be as comprehensive as the one I will present and doesn't address some of the issues I will be presenting.

In my experience, any time we think we know all we need to know about something we either end up finding out how wrong we are or make mistakes over and over.

I use treadmills for days when it's pissing cold rain outside and I've got a hill session planned, or days when the track is unavailable.  Maybe 4 times per year, but it seems to work well.  I also think they can be good for tempo when you're in a pinch.
