What is more ideal?

Is it more ideal to do a premeet primer the morning of the meet or the day before?  Can you use both or is that overkill?  How many hours before is sufficient and if you were going to use mb throws how many reps/sets?  Would something like a 4x3 OHBT be sufficient to prime the cns the day of?  Thanks.
