So I assume your problem here is you’re losing weight but not acheiving tone? Well as far as tone is involved its not simply just dropping weight but dropping body fat and gaining muscle. Not sure what the if diet is but based on your workouts I think its safe to say you’ve burned some muscle as part of that weight loss. If I were you I would increase weight and decrease reps when doin weights, cut the high intensity cardio and make sure you’re eating every 2-3 hours and that should help put on the muscle. Then you could get back to the more high intensity cardio to cut some fat while the majority of the muscle you’ve gained should stay on and leave you with a more toned appearance.
