Quite the opposite. Tracks with excellent surfaces can be the most restrictive.
As a high school track coach, I took the following steps, particularly when traveling to a national event. Check the rules before travel, bring a couple spike keys, bring some bags of various sizes (e.g. 1/4″ pyramids and 1/8″ needles), bring some blank spikes in the event there is a spike count limit, and bring some cash to purchase spikes for those venues that require a certain spike for their track.
Edit: I checked the Simplot rules for an example of flats in the prelims, and your comments about the flooring are correct. They limit spikes to the finals (and 60mH prelims) to preserve the wood.
