Flax contains no EPA or DHA, so the liver must convert lineolic acid into these substances. The mechanism in which lineolic acid is converted is highly inefficient, and yields only about 20-30% of useful product from where it started.
This is not to say that flax is bad; it is, in fact, a very useful supplement which has been associated to increased testosterone levels and decreased cholesterol levels. I would certainly use both flax and fish oils to attain my daily Omega-3 quota, but I would use primarily fish oils as it is the most efficient way to take in enough DHA/EPA.
