if im reading your thread correctly, then yes, the principals of training apply both to elite and non elite sprinters. for example, all speed athletes need to know correct sprinting form in order to ever have a chance at being 'good,' let alone elite athletes. while there is such thing as sprinting style, all elite athletes will have high knees, high heel recovery, and either a downward or backside force application (depending on the phase of the race). there are other common technique factors too. also, strength and conditioning will help both sprinting and the other sport as davan said. there can be quite a bit of overlap between two sports.
