Unless your athletes are all under 15 and pre-pubescent, 12secs should not at all be considered elite (even relatively) unless we are talking about young, underdeveloped girls. I would look into your own coaching methods if this is the most success you are getting, assuming we are talking about healthy, active teen males here.
Speed programs are a hell of a lot more involved than just running 10x60m or 10x100m. Not sure where you got the idea that people are just picking distances out of their butt and saying run it X number of times. Maybe you should read up a bit here–mike has made a lot of good posts in the FAQ and Best Of sections.
And I don't see where I contradicted myself. I am maintaining the same position. You look to elites to give you some principals to stick by, but you get the specifics with the individual athletes.
