Here's the dilemma. Many high school 400m sprinters are not fast enough in the 100m, or maybe even the 200m, to get a college scholarship. But they can run a very competitive 400m. If they don't train to do that while in high school, how do they get the chance to perform in college and beyond?
They'll always have a chance to perform, they just might not get a scholarship for it. Recruiters take into account things more than your event time (body type, speed, potential, etc).
