OK, at this point, I would transition from the hills and fartlek to a steady state run.
Four days of quality and only 3 recovery days tend to break a person down and actually inhibit speed.
By what you've stated I'm guessing you are around 30 years old and as such there are some options for racing depending on where you live.
Overall, your scheme is pretty decent and the only advice I would give is to find races and to vary your distances of your track work. If you are going closer to top end speed, I would increase the recoveries.
