I’ve always had a problem with extremelly weak hip flexors (a big problem for my sprinting), and have done a lot of work to work on my biomechanics with stretching to ensure they are not under more strain than they should be.
But even after doing so, they still feel weak and feel strained sometimes.
Other than say high knee skips etc, and stretching, what other exercises are good for directly targeting srengthening them?

There is not one other muscle group that improving the strength of will have such a big influence on your sprint performance compared to the hip flexors; especially if you haven’t done any strength training specifically for this muscle group yet.
Deanne et al. (2005): improvement in 10yd time of 11% (0.2s), with a further 0.1s between 10 and 40yds. That is at least double of the improvement measured in any other study. Training protocol included leg pull-through exercise with elastic tubing but using cable resistance is better and more progressive.
