With athletes coming in from other sports, my feeling is you could get by on 2 weeks gpp and progress a you have outlined.
With those who haven't, if possible I'd spend 4 weeks with GPP and the rest SPP, I don't know if you'll be able to get all the way to comp with them.

Excellent point re. the seasoned athletes. I hadn't considered eliminating the Comp phase in the rookies/unconditioned kids. That is a great idea.
