I don’t think that is what Lyle is saying.
Lyle is talking more about carbs immediately before a competition and whether or not they are necessary (think about the “carb loading” people talk about in endurance related sports and events). After reading lots of his material, owning some of his books, and reading many of his forum posts and discussing (and arguing) with him I am pretty sure he would not recommend low-carb diets as a whole for athletes who have as much training as competitive sprinters do. I don’t think this is too much different from advice say Charlie Francis gives which is to minimize carbs that day of a race because it will hold some water and more importantly they probably won’t digest that well because of nerves/stress.
