Why such low numbers? They are working on speed-strength (and not strength-speed, which is at the other end of the force-velocity curve). They move lighter weights very fast, and based on the statement on the workout sheets ("RECRUIT MORE MUSCLE FIBERS!"), that's what they are trying to do (fast-twitch recruitment).
You have to remember that a few of them are genetically blessed (Carter/Willie for example)– don't take this program as the reason why they are so advanced. They are also highly experienced sprinters, and sprinting alongside other advanced sprinters in that atmosphere is probably the reason why they are so good. That group is a collection of some of the top sprinters in the world, and that atmosphere is probably the secret to their success… not this lifting program.
So go find sprinters similar to you and challenge yourself to be better than them.
