ART (or good foam rolling…see tptherapy.com looks overpriced but still great products and instructions) can get rid of shin splints. If they come back, take a hard look at your shoes. I have a guy with bad shins…get it out with ART and it stays however as soon as he does a session in a certain pair of Nike rigid spikes, they come right back. If he sprints in another pair of flexible spikes, he is pretty much fine as long as his shins are in good shape to begin with in those spikes.
