If they are jogging, they really neednt be on the track. I think it's ludicrous that he cannot sacrifice a single lane to allow you to train. It was also over the top for him to A:) yell at you, B:) touch you. If anyone was doing the harassing it was him. Honestly, I don't really know how much good reporting the guy will do, but maybe you can explain your situation once again.
