Panax ginseng probably won't enhance physical performance. This variety can serve as an anti-inflammatory and antioxidant but to the best of my knowledge has never been shown to be a performance booster. There is some research to indicated that it can produce mild improvements in mental function and immune function. Green tea can boost metabolism but this will be quite mild compared to something like caffeine. Green tea is definitely NCAA legal and I'm about 95% sure panax ginseng is too. You'd be best to check the NCAA website though just to double check.
