Get as strong as you can during the summer. Increase flexibility and core strength. Use the summer to build and the season to maintain. I don't recommend running at all. Do other things that would involve movement. Do standing LJ, 3 consecutive hop every so often. You'll see that when your olympic lifts and strength increase that those numbers will increase as well. The standing Lj will give you an idea of how much power you have from a stop and the 3 hop will give you an idea of how much power you have over distance like the middle of your race.

What about for a longer sprinter? Does anybody think that an occasional (maybe once a week) long tempo + general strength session on grass would help? I know in clyde hart's program there is a lot of longer running in the beginning, same with HSI. I think that these sessions will help with any conditioning that younger athletes may not have and need.

Again I wouldn't start running until September/October depending on your first meet. If you go to the "Hypothetical Thought" thread in the Classics forum you'll see a program posted there. It is used by UW-LX but is based off Clyde Hart's program. You'll notice that they start off with just 2 weeks of warm ups before moving into track work and the track work starts off really long and slow to increase the work capacity and give a good base and right after indoor season they really start punching it and going all out. Something for you to consider.
Like I said, do some cross-training like basketball, boxing, something like that up until 3-4 weeks before you start and then maybe do 1-2 tempo sessions a week.
